However, disputes regarding further succession lead to the establishment of the Holy Roman Empire in 924 as the natural successor of the Roman Empire as 'translatio imperii' was considered - at least in theory - the basis of the Holy Roman Empire until its demise in 1806.
However, despite its name, the Holy Roman Empire did not include the city of Rome for most of its existence and its borders changed throughout its existence following both internal and external wars, peace treaties, among other events. In addition to change of its borders, the Empire eventually lost further and further direct control of its subject states through reforms passed by the electors to distribute themselves more power.
The Emperor was elected by elector states inside the Empire, and would serve until his death. The Emperor could appoint more electors, but only with the goodwill of the electors. For most of its time, its electors remained four elector states (the Palatinate, Saxony, Brandenburg and Bohemia) and three bishoprics (Cologne, Mainz and Trier).
The most turbulent period in the Empire followed the Reformation, and the dispute between Catholics, Lutherans and Calvins, which was first settled in 1648 at the Peace of Westphilia, where it was settled that a country's religion was that of its leader and gave its subject states almost complete sovereignty.
The Empire's final demise came in 1806, when it finally surrendered to the First French Empire and dismantled itself. Though at the time of its dismantling, the Empire had already suffered several setbacks to its former importance in Europe, especially following the departures of the Dutch Republic and the Swiss Confederation. And thus the last state to consider itself a natural successor of the Roman Empire vanished.

A common joke remain; The Holy Roman Empire was neither Holy, nor Roman, nor an Empire. Byzantium was called the Roman Empire until its demise, despite having its capital in Constantinople. While it did try to regain Rome and did at one point, it never intended to move its capital.
By the time of the Western Roman Empire's collapse, Roman meant far more than just the city of Rome. That being said, the HRE did include Rome at the time of its creation. However, it lost it due to disagreements with the pope. It was not uncommon for its member states just to leave the Empire at times.

Despite being the most noticeable girl at the ball, she had yet to actually dance and instead was followed by a group of guys, most of them clearly unable to talk to her. As she walked towards me, my heart raced. Ironically, I had always considered myself shy, yet with her around, I was not alone.
As she finally reached my position, incredibly I actually managed to produce an audible sentence, "can I have the pleasure of the first dance, madam?" I felt like I had stuttered the entire sentence, as my heart beat made it impossible for me to determine where it actually was.
"It would be a pleasure, sir," she smiled. My heart and mind was clearly unable to make any appropriate reaction to the apparently unexpected response, so my instincts took over and went along with the situation. The guys around too was shocked by the situation, but I was unable to notice.
She smiled as I tried to reach around her back for the dance, it was impossible not to be squeezed against her chest. Unsure if it was appropriate to continue, she took over as she reached around my back and squeezed me deep into her enormous cleavage.
"About time someone asked me for a dance," she smiled as we slowly moved to the music. "They all seem to be too busy staring," she grimaced as her eyes pointed towards the group of guys standing jaw dropped on the side. I grinned in response.

@hhgv: Well, not meaning to be rude, but a spell checker is always a start. And remember, calling someone 'mister' is actually considered insulting. You either say 'sir' or their surname after 'mister'. My best advice for writing is reading good writing and for dialogue always consider how it sounds in the situation. The most important thing is to give it flow and never make it sound like cardboard-writing.
@rtpoe: Indeed. I selected 40 shields for Woot to choose between. Though, I recommended certain states to *be* included. For instance, the seven shields above her are the elector states (as mentioned in the text).
There are plenty more HRE states, but some of the shields were so complex that it would unfair to put that burden on Woot. :P So we cheated by making it look like there are more outside of the picture. I think that works pretty well.
It was important for me that Ulm was included as one of them. And it is a simple one (black-white). :D
